Mr Jones said the Council acknowledges that the "vast majority of dog owners acting responsibly and keep the dog or dogs under control, which includes clearing up after them in a public place".
"Unfortunately, there are a small number of pettiness dog owners who do not have, causing problems for the community as a whole," he added.
